Associate Programme Monitoring & Liaison Officer (UNOCHA)

About the role

The Associate Programme Monitoring and Liaison Officer will support the Humanitarian Financing Unit (HFU) in Cox’s Bazar, ensuring effective grant and programme management for OCHA‑managed pooled funds. Reporting to the Head of the HFU, the role combines monitoring, reporting, partner liaison and capacity‑building activities in a fast‑moving humanitarian environment.

Key responsibilities

• Provide grant and programme management support, including quality assurance of proposals, budget reviews, and processing of extensions, re‑programming and disbursements.
• Coordinate with OCHA HQ sections (CBPF, DRS) on financing and pooled‑fund matters.
• Assist senior officers in allocation processes, ensuring compliance with Humanitarian Coordinator decisions and HFU guidelines.
• Monitor partner compliance, conduct field visits, perform financial spot‑checks and contribute to HFU annual and CERF final reports.
• Liaise with funded and potential partners, offering guidance on funding criteria, application procedures and project implementation.
• Support capacity‑building activities for NGOs, UN agencies and other stakeholders.
• Prepare regular updates on funded projects, analyse financing trends and disseminate best practices through reports and social media.
• Document meeting minutes and assist with advisory board and review committee activities.

Required profile

• Strong knowledge of humanitarian emergency relief and humanitarian financing mechanisms.
• Ability to analyse complex issues, conduct independent research and produce accurate reports.
• Experience working under pressure in challenging environments, maintaining professionalism and composure.
• Proficiency in gender‑responsive approaches and commitment to safeguarding principles.
• Excellent communication and coordination skills for interaction with diverse stakeholders.
