Capacity Assessment & Training Manual Consultant for Displacement Management

About the role

The International Organization for Migration (IOM) seeks an experienced individual consultant to lead a capacity‑sharing initiative on displacement management and humanitarian coordination in Bangladesh. The consultant will conduct a comprehensive needs analysis, develop an institutional training manual and facilitate capacity‑building sessions with the Ministry of Disaster Management and Relief (MoDMR) and other stakeholders.

Key responsibilities

• Perform a needs analysis of coordination mechanisms, institutional capacities and operational practices related to displacement management, DMC operations, humanitarian and refugee coordination.
• Draft a practical, institutionalised training manual based on analysis findings.
• Organise and facilitate capacity‑sharing workshops for relevant officials.
• Provide technical guidance to strengthen government leadership in displacement management and humanitarian coordination.
• Deliver the final training manual to MoDMR for ongoing institutional learning.

Required profile

• Proven experience in displacement management, humanitarian coordination or related fields, preferably within UN or government contexts.
• Demonstrated ability to conduct needs assessments and produce training materials.
• Strong analytical, writing and facilitation skills.
• Familiarity with the Bangladesh disaster‑response environment and the Rohingya context is an advantage.
