About the role
The Community Mobilisation & CERT Training Officer leads community engagement, mobilisation and capacity‑building under a Disaster Risk Reduction (DRR) project. The role focuses on establishing and training Community Emergency Response Teams (CERT) to ensure host communities and camp populations are prepared for disasters.
Key responsibilities
- Mobilise households and camp residents to participate in DRR planning, activities and awareness sessions.
- Identify and engage community leaders, volunteers and vulnerable household representatives.
- Facilitate the formation and functioning of community‑based disaster management committees.
- Promote inclusive participation of women, children, persons with disabilities and other vulnerable groups.
- Design and deliver CERT training covering first aid, search‑and‑rescue basics, evacuation procedures, fire safety and early‑warning response.
- Conduct simulation exercises and mock drills (e.g., landslide/flood response) with CERT members and the wider community.
- Develop training materials, job aids and IEC content adapted to local context and literacy levels.
- Lead awareness sessions on disaster risks, preparedness measures and early‑warning signals.
- Support household‑level and community‑level contingency and evacuation planning, including child‑focused DRR messaging.
- Coordinate closely with Site Management and Camp‑in‑Charge, maintain attendance records and training reports, and contribute updates to Situation Reports.
- Support household visits to identify vulnerable families and follow up on their DRR engagement.
- Participate in sectoral coordination meetings to share mobilisation updates.
Required profile
- Proven experience leading community engagement and mobilisation within DRR projects.
- Experience designing and delivering CERT or similar emergency response training.
- Ability to work with vulnerable groups, including women, children and persons with disabilities.
- Strong coordination and reporting skills, with experience collaborating with site management and sector partners.
