O&M Specialist

About the role

We are seeking an Operations & Maintenance (O&M) Specialist to independently monitor and evaluate the performance of the Dhaka Elevated Expressway. The role ensures compliance with concession requirements, operational standards, and safety obligations throughout the O&M phase.

Key responsibilities

• Review O&M work plans, maintenance schedules and implementation programmes prepared by the Concessionaire.
• Assess the O&M Manual, operating procedures, maintenance methodologies and emergency response plans.
• Verify that O&M plans and procedures meet concession requirements, technical standards and operational objectives.
• Evaluate the performance of equipment, facilities, traffic operations, safety installations and incident‑management systems.
• Inspect toll plaza operations and toll‑fee collection systems for efficiency and accuracy.
• Conduct periodic inspections, operational reviews and traffic audits.
• Identify delinquent, delayed or non‑compliant O&M activities, recommend corrective actions and monitor their implementation.
• Support remedial actions where contractual provisions require it.

Required profile

• B.Sc. in Civil Engineering or an equivalent degree.
• Minimum 15 years of professional experience in infrastructure O&M.
• Proven experience reviewing O&M plans, manuals and performance of infrastructure systems.
• Hands‑on experience monitoring traffic operations, toll systems and road‑safety facilities.
• Experience conducting inspections and audits.
