Programme Specialist – Livelihood & Resilience

About the role

The Programme Specialist – Livelihood & Resilience will provide strategic, technical and managerial leadership for the Livelihood and Resilience portfolio in Cox’s Bazar, designing and scaling programmes on Climate‑Smart Agriculture, Disaster Risk Reduction and Climate Change Adaptation.

Key responsibilities

• Lead strategic planning, project implementation and resource mobilisation for climate‑smart livelihood programmes.
• Design and manage MEAL frameworks, ensure quality monitoring, evaluation and reporting.
• Develop and manage budgets, lead proposal development and fundraising initiatives.
• Integrate DRR and CCA across all sectors and coordinate with local partners, government agencies and youth groups.

Required profile

• Bachelor’s or Master’s degree in Agriculture (mandatory); certification in Disaster Management or Climate Change preferred.
• Minimum 7 years professional experience in livelihood and resilience programming, including at least 2 years in a project‑management role.
• At least 2 years experience working in Cox’s Bazar (camps, host communities or Upazilas) on climate‑resilience, DRR and livelihood initiatives.
• Familiarity with BMZ and ANCP/DFAT funding mechanisms and knowledge of Rohingya context and humanitarian standards.

• Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) integration.
• MEAL framework design and management.
• Budget management, proposal development and donor compliance.
