Consultant – Staff Capacity Development & Training Plan

About the role

The International Organization for Migration (IOM) is seeking an experienced consultant to design and implement a comprehensive staff capacity development and annual professional and technical training plan for the Wage Earners’ Welfare Board (WEWB) in Bangladesh.

Key responsibilities

• Conduct a thorough assessment of WEWB’s current staff competencies and training needs.
• Develop a structured, phased capacity‑building framework aligned with the Organizational and Institutional Development Framework (OIDF).
• Design an annual professional and technical training plan that addresses identified gaps and supports WEWB’s service delivery objectives.
• Coordinate with the Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE) and other stakeholders to ensure alignment with national labour‑migration policies.
• Prepare detailed reports, work‑plans, and monitoring tools for the implementation of the training plan.

Required profile

• Advanced degree in Human Resources, Training & Development, Public Administration or a related field.
• Proven experience in designing capacity‑development initiatives and training plans for public‑sector or international organisations.
• Familiarity with migration‑related programmes and the Bangladesh labour‑migration context.
• Strong analytical, writing and presentation skills.
• Ability to work independently and collaborate with government and UN partners.
