Senior Tender Specialist – Government/International

About the role

The Senior Tender Specialist will lead the preparation, evaluation and award of government and internationally funded procurement processes. Reporting to the Head of Department, the role ensures compliance with national public procurement rules and donor requirements.

Key responsibilities

• Develop and manage tender documents (RFP, RFQ, EOI) for public and donor‑funded projects.
• Conduct e‑GP submissions, tender evaluations and contract award procedures.
• Coordinate with internal stakeholders and external donors to ensure alignment with procurement policies.
• Oversee contract administration, including FIDIC and World Bank/ADB guidelines.
• Provide technical guidance on competitive bidding, bid evaluation and contract management.

Required profile

• Bachelor in Engineering (BEngg) or equivalent.
• 12‑15 years of experience in public or international procurement.
• Relevant certifications in public procurement, international competitive bidding, contract management and project management (e.g., PMP).
