MEAL Officer

About the role

The MEAL Officer will lead Monitoring, Evaluation, Accountability and Learning (MEAL) activities for the RISE project funded by the U.S. Department of State. Working across Gaibandha and Jamalpur districts, the officer ensures data quality, tracks outputs, and supports evidence‑based decision‑making.

Key responsibilities

• Develop, customize and implement MEAL tools, systems, and plans aligned with project design.
• Conduct routine monitoring, post‑distribution checks, baseline and end‑line surveys, and compile monthly/quarterly reports.
• Perform back‑end scripting in cloud‑based applications (ODK, KoBoToolbox) to collect, validate, and analyze data.
• Provide capacity‑building training for field staff on data collection, quality assurance, and reporting.
• Support the Project Manager with donor reporting and manage RISE consortium reporting systems.
• Participate in audits, DQAs, and field visits, sharing findings with supervisors and national PQ managers.

Required profile

• Experience in monitoring and evaluation for humanitarian or development projects.
• Strong analytical skills and attention to data integrity.
• Ability to work independently and collaborate with multi‑disciplinary teams.
• Willingness to travel frequently to field sites.

Required skills

• Proficiency with ODK (Open Data Kit).
• Proficiency with KoBoToolbox.
• Experience in scripting for cloud‑based data collection tools.
